Job Description

Position Purpose: 

The Collection System Technician performs a variety of skilled, semi-skilled, and manual work related to the repair, cleaning, locating, and inspection of the wastewater collection system. This position operates a range of light construction equipment and wastewater system cleaning and maintenance tools, including equipment used for hydro-cleaning sewer lines and conducting Closed-Circuit Television (CCTV) inspections of pipelines.

Primary Duties/Responsibilities: 

  • Perform a variety of skilled tasks related to the inspection, cleaning, maintenance, and repair of the City’s wastewater collection and storm drain systems, including work involving Closed-Circuit Televising (CCTV), hydro-jetting, and general system upkeep. Regularly perform technical field duties requiring knowledge of CCTV equipment, heavy and light equipment, vehicles, power tools, and hand tools used in the operation, maintenance, and repair of wastewater and storm drain infrastructure.
  • Conduct Closed-Circuit Televising (CCTV) of sewer lines and related facilities to assess system condition, identify defects, and support maintenance and repair planning.
  •  Perform general maintenance and cleaning duties related to the wastewater collection system, including operating a hydrometer to remove debris from pipelines and vacuuming debris from lift stations and storm drains.
  • Engage in the installation, modification, maintenance, and repair of sewer and storm drain facilities and equipment.
  • Test sewer systems for faulty connections, leaks, and illegal connections using appropriate methods, tools, and equipment.
  • Perform hydro-cleaning of sewer lines to maintain proper flow, prevent blockages, and prepare lines for inspection.
  • Locate sewer lines and related infrastructure using electronic locators and other locating equipment; mark locations as required.
  • Operate a variety of light, medium, and heavy-duty motorized equipment and vehicles, including but not limited to sewer combination trucks, dump trucks, skip loaders, backhoes, CCTV inspection trucks, root saws, jackhammers, and various hand and power tools; load and unload vehicles and equipment.
  • Perform activities associated with locating and cleaning sewer and storm drains, lift stations, wastewater facilities, vaults, and other confined spaces.
  • Inspect, service, and maintain assigned vehicles, equipment, and tools; perform routine safety checks, monitor fluid levels, and ensure proper operation of safety-related equipment such as air monitoring devices, traffic control signs, pumps, fall protection gear, and first-aid kits; clean and care for assigned vehicles and equipment.
  • Utilize proper safety techniques at all times and operate equipment in accordance with established safety policies and procedures; set up and maintain traffic control devices and work-zone safety in the field.
  • Perform work in and around confined spaces, taking all required precautions prior to entry into potentially hazardous atmospheres, including the use of air quality monitors, ventilators, and appropriate personal protective equipment.
  • Perform other related duties as assigned to support the effective operation, maintenance, and inspection of the City’s wastewater collection and storm drain systems.
  • Engage in physical activities such as driving, walking, standing, bending, squatting, climbing, kneeling, twisting, mixing mortar, and working in sewage. Perform simple and power grasping, pushing and pulling, fine manipulation, and use feet to operate foot controls. Lift or carry weights up to 60 pounds, hear traffic noise, and observe oncoming traffic for safety. 
  • Set up traffic control devices, signs, and barricades to ensure the safety of the public and work crew.
  • Reside within 60 minutes of the WWTP and be available for emergency response, shift work, on-call duties, weekends, and holidays as required.
  • Understand and carry out oral and written directions.
  • Respond to customer inquiries and complaints, contact property occupants for sewer maintenance work, and provide courteous customer service.
  • Learn and observe all safety precautions as required by the Company, including state and federal General Industry Safety Directives.
  • Maintain records of basic operations, maintenance, and work performed. Calculate quantities of materials and supplies used, maintain records related to the time and cost of jobs and man hours, and input work activities into the asset management program.

Work Environment:

  • Work is performed primarily in an outdoor field environment, involving travel from site to site.
  • Exposure to noise, dust, grease, smoke, fumes, noxious odors, gases, and hot desert temperature conditions is common.
  • The role also involves exposure to hazardous traffic conditions, working on various types of surfaces including slippery or uneven surfaces and rough terrain, and working at heights.
  • Incumbents may be required to work extended hours, including evenings and weekends.

Qualifications

Education/Experience/Background: 

  • High School Diploma/GED is required.
  • Experience in the operation and maintenance of a collections system or wastewater treatment plant, or related field.

Knowledge/Skills/Abilities: 

  • Effective communication skills, both oral and written.
  • Ability to maintain safe and efficient working conditions, including housekeeping.
  • Working knowledge of equipment, facilities, materials, methods, and procedures used in wastewater collection system maintenance and operation activities.
  • Ability to apply important laws, rules, and procedures, work well under pressure, solve difficult problems, and maintain good relationships with colleagues.
  • Safe work practices and safety regulations pertaining to the operation and transportation of equipment and the work performed.
  • Pertinent federal, state, and local codes, laws, and regulations, including traffic laws, ordinances, and rules involved in the Collections program.
  • Practices and procedures of traffic control.
  • Principles and practices of routine and preventive maintenance on related equipment.
  • Proper procedures used in the maintenance and repair of hand and power tools.
  • Materials, methods, terminology, and tools used in the maintenance and repair of wastewater collection and related systems.
  • Principles and practices of record keeping.
  • Occupational hazards and standard safety practices.

Required Certification/Licenses/Training: 

  • Valid Class "B" California Commercial Driver's License (CDL) required.
  • Grade 1 Collection System Maintenance certificate issued by California Water Environmental Association (CWEA) within 18 months of appointment required.
  • Ability to pass a drug screen and criminal background check.
  • Ability to obtain NAASCO certification within 12 months of commencement of employment.

Physical Requirements:

  • Ability to perform considerable walking, climbing, moderate to heavy lifting, and carrying.

Additional Information

Pay Range: $26.00 to $28.00 per hour.
