Job Description
Position Purpose:
Under the direction of the Program Manager, the Field Technician will assist in the implementation of the Lead and Copper Rule Improvements program for Pennsylvania and Delaware. The Field Technician role will be primarily responsible for implementing the Lead Service Line Replacement Program (LSLRP), along with other Lead and Copper Rule Improvement requirements including but not limited to field inspections, handling customer concerns, and providing educational materials.
The Field Technician will work with contractors, property owners, and departments within Veolia including Communications, Customer Service, GIS, Water Quality, and Engineering departments to complete the requirements of the Lead and Copper Rule Improvements.
The Field Technician will be responsible for work order log and work order management, data compilation, analyzing data, and will assist in response to field-related matters including material identifications, acquisition of information from GIS, and customer communications.
Primary Duties/Responsibilities:
- Perform service line inspections and surveys in order to determine the material classification, and maintain required records.
- Assist in managing external contractors and engineering consultants to ensure accurate and complete delivery of the Lead Service Line Replacement Program.
- Respond to field-related matters including material verification, GIS information acquisition, and overseeing service line replacements.
- Collect samples as needed to comply with State and Federal regulations, in addition to SAMS management.
- Assist in mentoring summer interns who will support data compilation, weekly metric generation, and work order management aspects of the Lead and Copper Rule Program.
- Field and address customer concerns and issues to achieve a satisfactory resolution.
- Assist in providing support to the Program Manager in developing analysis and reports to be provided to regulators, internal or external customers as required.
- Creating and/or updating SOPs to ensure compliance with all applicable Safe Drinking Water Act regulations.
- Communicate regularly in written form (email, memoranda, reports, status updates, etc.) and verbally (group meetings, virtual meetings, internal presentations, external presentations).
- Maintain awareness and practice safe operating procedures in conformance with OSHA Regulations and company safety policies.
- Assist or perform special projects as assigned or as required to comply with new regulations or to enhance water quality compliance.
Work Environment:
- The work environment is typically in an office/field environment but requires inspection of facilities where the employee will also be occasionally exposed to outside weather conditions and an industrial plant environment which involves moderate exposure to unusual elements, such as extreme temperatures, dirt, dust smoke, unpleasant odors, and/or loud noises.
- Work environment also involves some exposure to hazards or physical risks, which require following industry safety procedures.
- Certain projects may also require for construction to take place off hours (overnight/weekends).
- The duties of this position will require travel to sites in Pennsylvania and Delaware.
Qualifications
Education/Experience/Background:
- High school or GED with the ability to read, write and comprehend English (operational, process, safety and quality instructions) and be able to carry out verbal and written instructions.
- Associates Degree preferred.
- 1-3 years experience in the drinking water industry including work in distribution systems.
- Experience with environmental regulations including current and future revisions of the Lead and Copper Rule.
- Experience working with customers maintaining positive and professional communication.
Knowledge/Skills/Abilities:
- Ability to read and interpret maps and utilize the GIS system.
- Must have basic computer skills and have ability to operate programs including Google programs and GIS.
- High attention to detail and ability to use sound judgement to make decisions.
- Ability to interface effectively with all levels of management, co-workers, customers and regulatory agencies utilizing excellent communication and interpersonal skills, both written and oral.
- Ability to prioritize workload and resolve issues using problem-solving skills and analytical techniques.
Required Certification/Licenses/Training:
- PA and DE Water Operators Licenses are a plus.
