Job Description

Position Title: EHS Officer

Location: Sulaibiya Wastewater Treatment Plant, Kuwait

Reports to: EHS Manager – Kuwait (Sulaibiya Wastewater Plant)

Position Purpose:

The EHS Officer will support the EHS Manager in implementing, monitoring, and improving health, safety, and environmental (HSE) programs across the Sulaibiya site. The position includes, but is not limited to, ensuring compliance with local legislation, company policies, and client requirements, while promoting a strong safety culture among all employees and contractors.

Primary Duties/Responsibilities:

  • Monitor daily site activities to identify and report unsafe conditions, acts, or potential hazards.
  • Support incident reporting, investigation, and follow-up on corrective/preventive actions.
  • Conduct toolbox talks, safety inductions, and awareness sessions for employees and subcontractors.
  • Assist in preparing Permit to Work, risk assessments, and job safety analyses.
  • Carry out regular site inspections and participate in audits as directed by the EHS Manager.
  • Support the implementation of Life Saving Rules and site-specific safety campaigns.
  • Maintain HSE records, reports, and documentation as per Veolia.
  • Coordinate PPE issuance, inspections, and ensure proper usage across the site.
  • Provide first-level guidance on safety procedures to supervisors and workers.
  • Support emergency response activities.
  • Continuously do routine site checks and guarantee that good housekeeping and welfare facilities are available.
  • Make sure all safety practices are applied correctly (confined space procedure, Lock Out Tag out, Working at Height, Electrical safety, Chemical Loading and unloading). Only trained and authorized employees should perform the specific work.
  • Conduct monthly inspections of the emergency tools and equipment, report the findings with the relevant parties, and follow up on closing the findings
  • Support the EHS team in conducting emergency evacuation and chemical spill drills
  • Continuously monitor the employee's behavior towards safety by their actions and coach them accordingly.
  • Ensuring the implementation of the requirements from Veolia’s Life Saving Rules (LSR) and High Risk Management Standards (HRMS)
  • Inspect all machines (cranes and forklifts or any other machines), equipment (cutting, grinding, and welding), and PPEs before daily work starts - check for color coding and inspection forms

    Skills & Abilities:

    • Strong observation and reporting skills.
    • Ability to communicate safety requirements effectively to diverse teams.
    • Proficient in Google Workspace (G-Suite Tools: Drive, Docs, Sheets, Slides, Forms,…Etc) for safety reporting and presentations.
    • Team player with a proactive and positive safety mindset.
    • Ability to exercise and apply Stop Work Authority (SWA) in line with Veolia’s guidelines.
    • Ability to work under supervision and escalate critical issues promptly.
    • Adaptable to changing site conditions and able to prioritize safety in high-pressure environments.
    • Other duties as assigned.

    Qualifications

     

    • Diploma in Occupational Health, Safety, Environmental Management, or related field (preferred).
    • Recognized safety training or certification (e.g., IOSH Managing Safely or equivalent) – preferred but not mandatory.
    • Experience, 4-7 years’ relevant experience in an industrial, construction, or utilities environment (preferably wastewater or water treatment plants).
    • Familiarity with Kuwait HSE regulations and international safety standards.
    • Basic understanding of chemical safety and industrial hygiene.
    • Basic understanding of risk assessment, incident investigation, and HSE documentation.

    Additional Information

     

    •      The role involves working outdoors and in operational plant areas.
    •      Must be willing to work in extended hours when required for shutdowns or emergency works.
