Job Description

Context:

Veolia Middle East will start a new contract, operate and maintain two industrial Waste Treatment Facilities (IWTF) in Ruwais (Abu Dhabi - United Arab Emirates) with around 200 employees.

An existing team of 80 employees, operating the facilities will be transferred and incorporated within the new operating team, 120 employees will have to be recruited to take over the facilities within 6 months.

The Hazardous Waste Treatment Facility (HWTF or BeAAT) includes TDU, deoiling tricanter,             Stabilization, Class I and II landfill, PCT, mercury treatment unit, and Incineration lines with a capacity around 60 KTA;

The Natural Occurring Radioactive Materials Treatment Facility (NORM) is a new 6,5 KTA decontamination facility, including a high pressure water descaling system, incineration and encapsulation of ashes. 

Two / third of the assets were commissioned in 2021 and some alignment works, process, procedures should be implemented to comply with Veolia standards.

 

Position Summary:

The Senior QHSE Engineer supports both the QHSE Manager and the O&M team(s) in implementing, controlling and ensuring the effectiveness of the Quality Health Safety Security and Environment management system for BeAAT and NORM plants. He/she shall take over the QHSSE Manager’s duties in his/her absence. 

 

Key Responsibilities: 

  • Implement and execute QHSSE management in line with ADNOC regulations and Veolia policy.

  • Oversee all QHSSE activity and significantly improve the safety culture

  • Develop, implement and manage QHSSE programs, including programs for reduction of incidents (human and environmental) and programs for transformation of safety culture at all staff levels.

  • Ensure compliance with all safety and environmental rules and regulations, including but not limited to: internal policies and metrics, training requirements, incident prevention, hazard controls

  • Define and manage the QHSSE budget, and support the development of objectives, budgets and metrics for CAPEX projects and other initiatives.

  • Develop, review and implement QHSSE policies, procedures and metrics at local level

  • Conduct and participate in all QHSSE audits, both internal and external

  • Analyse QHSSE data and propose intervention strategies.

  • Support O&M teams in QHSSE compliance initiatives, incident prevention, investigations, hazard control, safety and environmental audits and QHSSE training.

  • Determine and provide all industrial-safety related support to protect staff health and safety through hazard controls in the work environment. 

  • Define and implement cost-effective HSSE control measures to reduce incident rates and costs.

  • Prepare monthly QHSSE reports for the management teams including progress on established QHSSE metrics, investigations, initiatives and compliance.

  • Conduct the QHSSE portion of project start-ups.

  • Conduct all HSSE investigations and prepare comprehensive and timely reports

  • Monitor, conduct and track all QHSSE training

  • Serve as a Subject-Matter Expert in HSE (environmental regulations, OSHA regulations, LOTO, JSA, Confined Space, ERP, HSE training, etc)

  • Monitor environmental and safety regulations in the country and conduct industry benchmarking.

  • Manage all QHSSE personnel at branch level.

  • Work closely and collaboratively with the Operations teams and Support teams

  • Ensure a smooth transition in the beginning of the contract, in their area of responsibility

  • Ensure contractual, ethical and statutory compliance in their activities

  • Foster collaborative long-term working relationships with the facilities’ management and staff.

  • Apply all relevant HSE measures in line with regulations and Veolia policy

  • Ensure the safety of staff working under her/his supervision

Qualifications

  • Minimum 10 years experience as O&M QHSE Engineer within Oil & Gas, hazardous waste or power plant working environment.

  • Bachelor's degree in Engineering - Msc Degree is a plus

  • NEBOSH IGC Certification - NEBOSH Diploma is a plus

  • Internal Auditor Certification is a plus

  • Fluent in English, any other additional language is a plus. 

 

Required technical skills: 

  • Strong knowledge of the whole QHSE perimeter and processes within a plant under operation and maintenance;

  • Implementation of ISO based management systems (Quality/Safety & Environment);

  • Recognized QHSE certifications;

  • Process Safety;

  • Advance Google suit skills (Ms office is a plus)
