Job Description

The Plant Manager is responsible for the overall safe, compliant, and efficient management of the Annacis Island Hydrothermal Liquefaction (HTL) Demonstration Facility. He/She is ultimately accountable for ensuring the plant operates continuously 24 hours a day, 7 days a week to effectively convert wastewater sludge into renewable biocrude oil.

The duties of the Plant Manager are as follows, but not limited to:

  1. Together with the HSE Lead, the Plant Manager implements all activities specific to the Occupational Health and Safety Program for the site, maintaining a constant focus on the unique risks of high-temperature and high-pressure industrial processes.

  2. Facility Management & KPI Achievement: Directs the overall operations and maintenance (O&M) strategy to achieve a minimum monthly operational availability of 80% and meet strict Key Performance Indicators (KPIs) for sludge processing and oil/water separation.

  3. Maintenance & Reliability: Oversees routine preventative maintenance, non-scheduled repairs, and equipment replacements to minimize system downtime. Manages repair expenditures within the contractual Repair Limit.

  4. Team Leadership: Manages the site's multidisciplinary team, including shift supervisors, operators, and maintenance support staff, ensuring that all personnel are appropriately trained, certified, and follow strict Standard Operating Procedures (SOPs) and Standard Maintenance Procedures (SMPs).

  5. Client Coordination & Reporting: Serves as the primary managerial point of contact with the Municipal Client. Leads monthly performance and coordination meetings with the Client and ensures the timely, accurate submission of all required Weekly Operating Reports, Outage Reports, and the Term-End Report.

  6. Operational Planning: Plans and coordinates Normal Start-ups and Shutdowns and ensures the facility safely navigates Transient Conditions or Emergency Shutdowns.

  7. Inventory & Resource Management: Ensures the facility maintains a sufficient, minimum 10-day supply of critical chemicals, reagents, consumables, and spare parts.

Qualifications

  • Degree in Engineering or Construction Management.
  • Minimum of 10 years of operations experience and 10 years of maintenance experience in similar high-temperature, high-pressure industrial process applications.
  • Demonstrated corporate and field experience acting as a Key Individual in managing complex O&M projects.
  • Strong knowledge of industrial standards (ASME, Technical Safety BC, WorkSafeBC) and environmental regulations.
  • Excellent leadership, negotiation, and communication skills to effectively manage staff and coordinate directly with client representatives and regulatory agencies.
  • Must demonstrate an understanding of Human Resources / Relations principles, knowledge of Process / Operations Management, QA/QC procedures, Safety, Environmental and Facilities / Capital Equipment Management.
  • Ingenuity and initiative are required to coordinate problem resolution, resolve conflicting priorities and to meet assignment deadlines within a team environment.
  • Demonstrated ability to diagnose complex problems and manage remedial action.
  • Demonstrated knowledge of contracts, project scheduling / management, budget preparation and cost control and have the ability to forecast budget, staffing and equipment needs.
  • Demonstrated ability to prepare accurate, effective, complete and easily understood written communications and reports.
  • Strong digital skills with proficiency in word processing, spreadsheet, database and project management software and the ability to optimize the use of technology and systems to communicate, manage budget and to streamline processes and increase efficiency.
  • Proficiency in the care and use of all site specific, facility required PPE (Personal Protection Equipment) 
  • Valid Driver’s license and safe driving record

Hours of Work and Working Conditions :

Hours of Work: The facility operates continuously on a 24/7 basis. The Manager must ensure continuous coverage and may occasionally be required to respond to critical operational interruptions or out-of-hours emergencies.

Please note that this position is for a short-term, 24-month assignment supporting a demonstration facility; however, upon the successful completion of the contract term, there may be opportunities for select personnel to be offered employment directly with the client's team.

Environment & Hazards: Work involves oversight within an experimental industrial plant environment (including dust, fumes, toxic and caustic chemicals, rotating machinery, cold work temperatures, slippery surfaces, water and electrical hazards). The HTL process utilizes extreme parameters, including operating temperatures of 325∘ C to 350∘ C and pressures up to 200 bar-g.

Safety & PPE: Strict adherence to safety protocols is mandatory. The use of comprehensive Personal Protective Equipment (PPE), including the mandatory use of a personal hydrogen sulfide (H2S) monitor at all times.

Total Compensation Package:

  • Base Salary: $160,000 - $180,000 (commensurate with experience)
  • Performance-based annual bonus
