Job Description

Position Purpose: 

Manages the activities of the laboratory function and its personnel at United Water Services’ plants in various locations. Manages the department in an efficient and cost-effective manner and provides qualitative and quantitative data for use in decision-making at the treatment plant.

Primary Duties/Responsibilities: 

  • Manage the day to day functions of the department and personnel.
  • Oversee the software programs that are used in the lab (currently LIMS).
  • Organizes, coordinates, directs and controls all department functions, programs and costs.
  • Plans, coordinates, determines and reviews schedules, assignments and work of department personnel.
  • Determines and implements methods to improve analytical procedures.
  • Ensures that all analytical procedures and results comply with QA/QC guidelines.
  • Ensures that all employees follow safety procedures.
  • Maintains analytical records and files to satisfy legal and historical requirements, and is responsible for preparing reports and technical materials required by State and Federal Agencies.
  • Evaluates and interprets analytical results and established test priorities.
  • Provides technical specifications for all laboratory contracts.
  • Reviews outside laboratories for quality assurance/quality control.
  • Performs specialized chemical, biological and bacteriological tests.
  • Maintains and adequate inventory of supplies and equipment.
  • Track new local, state and federal regulations that would apply to the Indianapolis area projects.
  • Provide employee development input.
  • Prepares reports on special projects.
  • Write standard operating procedures.
  • Train staff on SOPs and safety practices.
  • Provides process control support to the operation’s department.
  • Provide monthly status reports.
  • Prepare required reports for the department.
  • On-call as needed for plant issues.
  • Attend meetings as required and needed.
  • Performs other duties as directed.

Qualifications

Education/Experience/Background: 

  • Bachelor’s Degree in chemistry, biology, engineering or related field.
  • Six years of progressively responsible experience in the field of wastewater analysis or a closely related field with a minimum of three years of supervisory experience.

Knowledge/Skills/Abilities: 

  • Must be familiar with the operation and maintenance of all general laboratory equipment, including specialized equipment used in a laboratory.
  • Familiar with Industrial Pretreatment Program standards, the Clean Water Act and wastewater treatment practices and regulations.
  • Good management and interpersonal skills.
  • Good verbal and written communication skills. 
  • Good computer skills.
  • Proficient in Laboratory Information Management System software.
  • Understand and be able to apply laboratory QA/QC procedures.
  • Understand and be able to apply statistical process control.
  • Must have demonstrated ability in planning, organizing, coordinating and directing all laboratory functions.
  • Ability to apply scientific and technical knowledge accurately in the completion of all analytical procedures.  
  • Ability to maintain complete and accurate records and reports.
  • Ability to read and understand Federal and State regulations.
  • Ability to speak in public.
  • Ability to identify, develop and present training for staff.

Required Certification/Licenses/Training: 

  • Quality Assurance/Control –Sixth Sigma preferred.
  • IDEM Municipal Wastewater Operator Class I license or the ability to obtain within 12 months of employment.
  • IDEM Industrial Wastewater Operator Class A license, or the ability to obtain within 12 months of employment.
