PROJECT OVERVIEW //

JEDDAH AL THANIYA ('JEDDAH 2') WWTP

As part of the Jeddah Al Thaniya Operation and Maintenance Company, Veolia Middle East will operate and maintain the 'Jeddah 2' Plant, a new wastewater treatment plant with capacity of 300,000M3/day (with an option for an expansion by 200,000m3/day).

Contract type -- BOOT contract of 25 years for operations

Process type -- SBR (Granular sludge - Nereda), Anaerobic digestion and Thermal Dryers

Output -- Deliver TSE water for irrigation or industrial usage

Project team's key missions

Start-up of the plant from scratch -- Mobilize >60 key staff to operate and maintain the day-to-day wastewater service -- Manage the partnership in relation with the SPC -- Assure conformity of treated water in conformity with the guarantees and the financial ratios -- Establish a collaborative and good working environment.

ROLE DESCRIPTION //

GENERAL MANAGER - 'JEDDAH 2' Wastewater Treatment Plant

Responsibilities:

• Supervises and leads all stakeholders of the O&M Contract of 'Jeddah 2'.
• Responsible for managing and monitoring wastewater performance and O&M costs, and making recommendations for improvement
• Defines the KPIs and objectives of the Contract, and the annual budget
• Member of the SPV Board, representant of the O&M results
• Supervises and monitors all aspects regarding the delivery of wastewater services within the plant according to the Contract
• Direct the activities of the managers responsible for Operations, Laboratory, Asset Management, QHSE, Finance and Administration. 
• Responsible for the execution of the management systems for occupational health, safety and environmental protection, and quality assurance
• Adheres to and ensures the full application of the company's OHSE policy, safety rules and standards by employees and subcontractors.
• Ensures O&M personnel in charge of wastewater services are properly trained and have the correct tools and equipment to carry out their jobs
• Ensures that technical documentation up-to-date
• Ensures the Plant Settlement System is functioning
• Responsible for all reporting (both regular and ad-hoc, including technical, financial, safety and statutory reports), and their timely and accurate delivery.

The General Manager reports directly to the [Country Head of KSA] [Head of Middle East Region] (BU Manager) and reports functionally to the O&M Director [of Which Scope?]

Bachelor’s Degree (BSc) in Engineering or in a similar, relevant discipline.

Experience and Skills

• Experience of at least 10 years in the Water sector
• Around 10 years' experience in management roles, of which at least one major role with responsibility for P&L as well as O&M performance.
• Prior international experience, or regional experience in the Middle East/Saudi Arabia, would be an advantage.
• Project Management skills and organizational skills for coordinating team work
• Strong interpersonal skills to communicate at all levels
• Strong data analysis skills and report-writing, with ability to synthesise and summarize complex issues
• Advanced computer literacy, particularly advanced Excel
