Job Description

Position Purpose: 

Assist the Company Superintendent in planning, directing, and overseeing the overall operations of the PA North systems, including the operation and maintenance of; source of supply, treatment plants, pump stations, storage tanks, electrical/mechanical equipment, instrumentation and associated distribution infrastructure to ensure the provision of high-quality water at a reasonable cost to the customers of PA. This position will be customer focused and will be required to participate in community events as well as facility tours.

Ensures that Company, regulatory, and contractual requirements and standards are consistently met. Requires a considerable exercise of operations, policy, regulation and laws knowledge. This position entails a high degree of professionalism and the overall ability to work within all levels within the division.

Primary Duties/Responsibilities: 

  • Backup the Superintendent in their absence.
  • Special projects and project management as assigned.
  • Responsible to complete regulatory reporting within required deadlines.
  • Maintain the integrity of source of supply.
  • Operating, optimizing, and maintaining the pumping and treatment processes and Facilities and documenting work in the Asset Management System.
  • Operating and maintaining SCADA and related equipment.
  • Managing operations to ensure customer satisfaction.
  • Adhering to operating budgets.
  • Plan and deploy resources or support services.
  • Facilitating communication among personnel and departments.
  • Managing the system to division Key Performance Indicators (KPI’s).
  • Develop and continuously improve Standard Operating Procedures (SOP’s).
  • Ensuring departmental compliance with safety policies and regulatory requirements.
  • Interfacing with Engineering to ensure proper development and implementation of capital projects and contracts.
  • Ensure staff maintain appropriate licensing and receive appropriate job training.
  • Assist in developing and administering the capital budget.
  • Providing leadership and motivation for personnel.

Qualifications

Education/Experience/Background: 

  • High School Diploma/GED is required.
  • 3 – 5 years of water utility experience with at least two years experience in a supervisor role.
  • Knowledge and experience in various areas of utility operations including production, water treatment, construction, engineering and utility accounting and procedures.
  • Experience in a unionized work environment is preferred.
  • Supervisory experience desired.

Knowledge/Skills/Abilities: 

  • Operational and maintenance knowledge of wells, pumps, and related equipment.
  • Understanding of chemistry and processes for sampling and treatment procedures.
  • Strong communication skills, both written and oral.
  • Proficient computer skills including MS Office Suite and Asset Management.
  • Ability to serve as project manager on various capital projects.
  • Ability to prioritize and work simultaneously on several projects.

Required Certification/Licenses/Training: 

  • Driver's License is required.
  • Appropriate PA State Water Treatment Plant Operator’s License with all applicable subclasses and/or ability to acquire within a reasonable amount of time.
